In brief (TL;DR): The SDA has a hard ceiling of R2 million per calendar year per adult. If your transfers exceed that amount, the excess must go through the Foreign Investment Allowance route — which requires a SARS Approval for International Transfer (AIT) before any further funds can move. Attempting to process transfers above the limit without an AIT can result in the transaction being blocked by your authorised dealer.

The Single Discretionary Allowance is the simplest way to move money out of South Africa — no pre-approval, no SARS paperwork, no waiting. But it has a hard limit: R2 million per calendar year per adult, doubled from R1 million in the 2026 Budget (announced 25 February 2026). The allowance resets every 1 January. Unused allowance does not carry over.

So what happens when you hit that ceiling?

Your authorised dealer tracks it

Every transfer you make through an authorised dealer (the bank or forex provider processing the transaction) is logged against your South African ID number. The dealer is required to track your cumulative SDA usage for the calendar year. When your total reaches R2 million, their system flags it.

At that point, any further transfer instruction above the R2 million mark will not be processed under the SDA. It is not a penalty — it is simply a regulatory gate. The dealer cannot process the excess without the correct approval in place.

Once you have used your full SDA, the next mechanism available is the Foreign Investment Allowance (FIA). The FIA allows an additional R10 million per person per calendar year on top of the SDA — bringing the combined annual capacity to R12 million.

But unlike the SDA, the FIA is not automatic. It requires prior approval from SARS via an Approval for International Transfer (AIT). WBForex prepares and submits the full AIT application on your behalf. SARS turnaround is typically two to four weeks, depending on the completeness of the application and your tax compliance status.

What you cannot do

You cannot split a transfer across multiple banks or providers to circumvent the SDA limit. All authorised dealers report to the same central system. If you have already used R2 million through one provider and attempt to transfer more through another, the second provider's compliance check will flag the cumulative total. The transaction will be declined.

You also cannot "pre-load" next year's allowance. The calendar year boundary is strict — transfers processed in December cannot be attributed to January's allowance.

The most common problem we see is not deliberate over-use of the SDA — it is poor timing. A client uses their R2 million SDA early in the year for a property deposit, then later in the same year needs to move additional funds for a car purchase or living expenses. By that point, the SDA is exhausted and the FIA route requires an AIT that takes weeks to process.

Couples have a combined R4 million SDA

Each adult SA resident has their own independent R2 million allowance. A married couple can therefore move R4 million combined under the SDA in a single calendar year without any SARS paperwork — provided each person's transfers are processed against their own ID number. This is one of the most straightforward ways to increase your annual capacity without entering the FIA process.
